A regular council meeting of the City of Wheaton, MN was held in the community room of the Wheaton Community Library with the following members present:  Antrim, Rikimoto, Salberg, Weick and Zimmel.  Mayor Weick called the meeting to order at 7:00 pm.

 

Debbie Maki presented a request to board a pet pot-bellied pig at 205 14th St S.  Upon motion by Zimmel, seconded by Rikimoto and carried unanimously, approval of an exception to Ordinance #156 is approved, dependent upon written consent from the property owner.

 

Upon motion by Salberg, seconded by Zimmel and carried unanimously, the following license renewals for 2009 were approved, pending all applications are completed for the following businesses:

 

Tobacco

  • Brian Ketterling – Wheaton Foods, Inc.
  • Myrna Olson – Wheaton Liq

 

3.2 Malt Beverage Licenses

  • D&J Sons Enterprises, Inc. – “D” Bar & Grille:  On and Off Sale
  • Dumont Saints:  On Sale

 

Liquor Licenses

·         Jeremiah Froemke, LLC – Rusty Anchor Tavern:  On and Off Sale

·         Merton Dale Post – American Legion Club #80:  On Sale, Off Sale and Sunday Sales

Upon motion by Salberg, seconded by Antrim and carried unanimously, Resolution #08-14 Amending the 2008 Budget was approved.

 

Upon motion by Salberg, seconded by Rikimoto and carried unanimously, the Summary of Ordinances #80 and #85, Creating Traffic and Criminal Administrative Offenses within the City of Wheaton, was approved.

 

Upon motion by Rikimoto, seconded by Zimmel and carried unanimously, reimbursement for a tree planted on the boulevard at 1308 Cottonwood was approved.

 

Upon motion by Salberg, seconded by Antrim and carried unanimously, the minutes of November 24, 2008 were approved.

 

Mayor Weick called the Truth in Taxation Hearing to order.  Council reviewed and discussed the 2009 proposed budget and property tax levy.  The proposed levy would be a 12.28% increase from 2008.  Council will hold a special meeting on December 15, 2008 at 5 pm in order to cut budgeted expenditures and on December 23, 2008 at 5 pm to hold a levy adoption hearing.

Council reviewed proposed changes to Ordinance #60 Spray Application Program.

 

Upon motion by Zimmel, seconded by Rikimoto and carried unanimously, Pay Request #4 to Pool Construction, Inc for $85,500 was approved.

 

Beyer presented an initial staffing plan for the skating rink, designating Chris Anderson as Rink Manager.

 

Beyer reported that Public Works staff are taking a significant amount of time to manually read water meters.  Upon motion by Salberg, seconded by Zimmel and carried unanimously, the meter read charge was increased from $10 to $20.

 

Upon motion by Rikimoto, seconded by Antrim and carried unanimously, the claims of Dec. 11, 2008 were approved as presented.

 

Council reviewed Park, Hospital, and Library Board minutes.

Special Meeting

December 15, 2008

 

A special meeting of the City of Wheaton, MN was held in the community room of the Wheaton Community Library with the following members present:  Antrim, Salberg, Weick, Zimmel.  Absent:  Rikimoto.  Mayor Weick called the meeting to order at 5:00 pm.

 

Changes to the 2009 budget and levy were considered.  Council discussed capital expenditures, staff salaries, and probable 2008 and 2009 local government aid cuts.

 

A levy adoption hearing will be held at 5 pm on Dec. 23, 2008.
